The Schools as Learning Organisations Framework (SALO-F™) is a practical, evidence-informed framework that helps schools strengthen leadership, professional practice, and sustained improvement.
It brings together research, policy, and real-world experience into a coherent structure that leaders can use to guide improvement, decision-making, and inspection readiness.
We often just refer to it simply as the framework.
No. The framework is not a programme, a checklist, or a set of initiatives to roll out.
It provides a shared structure and language that leaders use to strengthen how improvement happens through existing work, rather than adding new layers of activity.
No. While Schools as Learning Organisations is a national policy priority in Wales, the framework is relevant to schools and systems across the UK and beyond.
It has been developed and applied across different national and local contexts and is designed to support improvement regardless of jurisdiction.
No. The framework does not replace inspection requirements or statutory expectations.
It helps schools organise, align, and evidence their existing work more clearly, making it easier to demonstrate intent, implementation, and impact.
The framework is designed to be led by senior leaders.
This usually includes the headteacher, senior leadership team, and a small number of key middle leaders where appropriate. There is no expectation to create large core teams or run whole-staff programmes.
